Hello C Aakash, Yes, the figure given out by NTA is percentile figure. You can call it normalized score also. JEE Mains was conducted over six different sessions. Now difficulty level cannot be exactly same. Hence scores are normalized or percentile to take care of this. I am attaching a link that will give you all the required information about predicting the probable college in which your brother can get admission based on his percentile score in the JEE Mains conducted by NTA in January this year. In fact, NIT Trichy is one of the best NITs, as far as the admission is concerned a min mark of 250+ is required for electronics, unless you belong to some reserved categories. You can check your eligibility on Shiksha's JEE Main rank predictor.

Minimum marks vary every year like below:
2018 -approximately 375
2017- 366
2016- 372
2015 - 504
2014 - 360
So, it is difficult to predict marks as exam pattern and marks change every year but you should score more than 50% marks to get good branch in Top IITs.
According, to 2018cut off you must have secure more than 155 marks to get into IITs.
