Your OBC NCL rank in JEE Mains can be estimated based on CRL rank. OBC NCL rank typically stands better than the CRL rank because there are separate ranks for OBC NCL category with more number of seats reserved.
So, based on cur CRL rank 28,089, OBC NCL rank must be a little lower (better) than OBC NCL, but the exact conversion varies each year because of a different number of aspirants and their reservation percentages. Typically, though, the OBC NCL rank is around 70 to 80 percent of the CRL rank, thus approximate it for a range of *22,000 to 23,000*.
But a better prediction will come from the official site of JEE Mains ranking list in

Yes, you could appear for the JEE entrance test and apply to NITs, provided you have completed the 12th standard through the Assam State Open Schooling and your qualification is recognised by the authorities. Normally, a candidate should have completed the 12th standard with Physics, Chemistry, and Mathematics, and scored more than 75% (or be among the top 20 percentile in the board examination). It is advised to ascertain JBIC officials about the board's recognition status if you are to be considered an eligible candidate.

With a JEE Mains EWS rank of 47700, you can likely get admission to several NITs for less popular branches like Chemical Engineering, Biotechnology, or Instrumentation, as well as various state-level engineering colleges across India for core branches like CSE, Mechanical, or Electrical depending on the specific college cutoffs; however, top NITs for popular branches like CSE might be out of reach at this rank.
Possible colleges to consider:
NITs with lower cut-offs:
NIT Manipur, NIT Arunachal Pradesh, NIT Agartala, NIT Mizoram, NIT Patna (certain branches), NIT Srinagar (certain branches)

With your JEE Mains percentile and OBC rank, you can consider colleges like some NITs (National Institutes of Technology), a few IIITs (Indian Institutes of Information Technology), and several state-level engineering colleges depending on your preferred branch and location; some options include NIT Patna, NIT Manipur, IIIT Kottayam, IIIT Tiruchirappalli, and the Government Engineering College, Gandhinagar.

The mode of JK Lakshmipat University course admissions is online. Admission to various courses is based on merit, personal interview rounds, and scores of entrance tests. The accepted entrance exams are UCEED, and others. The accepted entrance exam for the BTech is CUET, hence admissions are possible without JEE Main.

With a CRL rank of 159865 and an OBC rank of 53541, you are unlikely to get admission into a top NIT for a popular branch, but you might be able to secure a seat in a newer NIT for a less preferred branch using your OBC category rank; it's best to check the closing ranks of different NITs and branches on the JoSAA website to see your chances

No, there is no such provision to get direct admission in BTech courses at Netaji Subhas University of Technology (NSUT) (formerly known as NSIT).
There is no provision for direct admission or management quota. NSUT is an autonomous government institute that offers 85% of the seats to in-state students and 15% to outsiders.

Yes, you are eligible for JAC Delhi 2024 Counselling even if you completed your Class 12 from UP. To qualify for JAC Delhi, you must have a minimum valid score in the JEE Main exam. Students from any state can apply for the counseling. However, students with a domicile of Delhi are given a bit higher preference over others.

No. Generally for getting a good branch in NITs that are out of home state 200+ is must. Since, you have two advantages, home state as well as OBC NCL be sure to at least score 150+ in JEE mains. You will get your desired branch in VNIT.

Mostly you should be allowed in until it isn't mentioned in the instructions sheet. But what I would recommend for safety is that carry an extra document in case they don't accept it like your passport with a recent photo or your college id along with the Aadhar card. But don't forget the Aadhar card, it is extremely important.
