Yes, aspirants can wait and target the next cutoff round for better alternatives at IIIT Bhagalpur via GATE. Candidates aiming for the next cutoff round may have to accept the risk of losing their allotted seat in the existing round. Because of the limited seats available, the remaining candidates will eventually fill the available seats if someone releases the allotted seat.
