Failing in physics or any subject in the HSC Board and getting a good score in MHT CET actually are not related issues. However a student is declared to have cleared MHT CET only and only if he has cleared his HSC board examination. So I am sure you are asking the question perhaps with the assumption that a person has failed and then subsequently cleared HSC and then went on to score good marks in MHT CET. Yes, he will be definitely be eligible to get admission in PICT or COEP, after fulfilling all the related criteria if any. I am attaching a link that will give you all the required information about MHT CET 2019. htt

Admissions to colleges or universities in Canada would be granted based on 12 years of schooling. As you have done this, I am sure you would get admission. However, be advised that admission for graduation abroad is based on many factors and there are many nuances to the whole process. In view of this, I would like to advise you that please approach an agency dealing with sending students to Canada. They would be aware of all nuances and will take care of them.
Best wishes to you.
