There is a rat race around the country to get the top colleges and university. The competition getting heavier year by year, I don't think you have any chance to get a seat in AU with that rank. Try other colleges. This will help you.

Its a tough ask to chose between EE and Chemical Engineering. EE is a lively side of engineering. It gives life to all the engineering. And on the other hand chemical engineering is an evergreen subject. I would say which one attracts u the most go for it. According to GATE exam, EE got slightly bet

Your JEE Mains marks are too low. You cannot get CSE in C.V. Raman. You must have atleast 120 marks to get CSE.

It is possible, however it will depend on the course you wish to pursue in Polytechnic. Also VLD is a practical course and will require full dedication hence it is better that you be able to pursue one.

We all know that IITs and NITs are best in the business for engineering. But UIET, Chandigarh is also a very good college. But, in my view, NIT Harimpur is better in terms of placement and faculty members. Make the best choice. All the best.
