Yes, You can get into some average college in Pune for engineering with your JEE score. Probably you should decide whether you are going to re-attempt your JEE exam or you are going to join some random colleges in Pune. 

IIIT Manipur has three internal assessments each of 25 marks. Out of those total 75 marks only 50 marks are taken in account. At last the endsem is of 100 marks. There is no such monotonous dress code for IIIT Manipur. The boys are asked to wear collared t-shirts or shirts and the girls are asked to wear traditional. Yes, you can do M.Tech in Computer Science after B.Tech in robotics and automation engineering. My suggestion is to research which interests you before you choose a path for your PG degree. Since M.Tech in computer Science has a good scope in the future it's better to do the course after your current B.Tech.
