Yes, you can get a seat in an engineering college with a fee of less than 70,000. But the truth is you cannot get admission to top colleges since you scored less in KCET. You can get into a normal engineering college with your preferred fee amount.

The tuition fees for Bachelor Of Tevhnology [B.Tech] in Electrical Engineering is Rs. 96,104 for an year/semester (s). And the Registration fees for admission is Rs. 1000, while the Other fees would sum upto Rs. 7500, which makes it around Rs. 1.05 Lacs for an year, with the eligibilty criteria of scoring atleast 45% marks in final examination of Class XII from CBSE or any other recognised State Board (s). The compulsary subjects for getting admission into B.Tech/B.E. are- Chemistry, Physics, Computer Science and Maths/ Biology. The entrance tests accepted here are JEE Mains/ REAP/ DIRECT.

It is important to remember that engineering college admission requirements can change depending on the state and certain colleges/universities. Percentile rankings on the MHT-CET or any other admission exam show how well you performed in comparison to other test-takers.
A percentile score of 20 indicates that you outperformed 20% of test-takers who took the MHT-CET. It does not, however, expressly state that you will be qualified for admission to engineering colleges. Considering your percentile of 92.193 in TANCET, it is easy to get an admission in the top colleges like SSN and PSG. Even if you fall under the general category it may not be tough for you get an admission in the SSN college. But maybe you may require to write an entrance exam that are being conducted by the SSN itself, so it's better to start the admission process so that you may get an clear answer.

Yes, you may get admission to some good government colleges through WBJEE counseling. If you belong to the general category then it may feel tough to get a good government college but you are eligible to get admission at a government college in West Bengal.
