You can choose ECE at North east NITs . Other alternative will be ECE in reputed GFTIs like JNU. These are lower fee options.
You can get CSE/IT/ Data Science/ECE etc. in IIITs as well but fees higher (roughly 2 to 2.5 times NITs). NITs also have fee waiver schemes based on parental income less than 5 lakh/annum, which IIITs don't have. You will get better branches in C S A B rounds only, so do participate in C S A B.
Also advisable that you renew your EWS certificate, because JoSAA asks for fresh certificates after certain cut off date, which it will publish on its website. Best wishes.

You have mentioned that you have got 38400 rank in Andhra Pradesh eamcet and you belongs to bc-d category. With this rank it is difficult to get in computer Science engineering . But you can get admission for mechanical, civil, electronics and computer engineering in the college.

It is unlikely that you will get a free seat in ANUCDE University with a rank of 15,000. The cutoff rank for free seats in ANUCDE University for the general category in 2022 was 10,000. However.

It is possible to get a seat in Andhra Pradesh with a rank of 18539 in Andhra Pradesh EAMCET, but it may be challenging. Admission preferences are generally given to local candidates during the counseling and seat allotment process. However, some colleges may have provisions for out-of-state candidates or specific quotas for students from neighboring states.

For B.Tech you should have Science stream with Physics, chemistry and Maths as your subjects in class 12th, and should have a percentage of 60% atleast.

You are qualified for admission to engineering institutes in India if you receive a JEE Main rank of 141050 and an EWS category rating of 28115.
Even when applying to private institutions, the availability of colleges and specific branches will rely on the level of overall competition and the cutoff ranks offered by each institute. However, I suggest you to go through the eligibility critirea putforth by institutions and then go for enrolling.

61.28 is a decent score but not enough for CSE. You might get a different branch like ECE or IT easily though.

The merit number required for CSE in Bharati Vidyapeeth varies from year to year, depending on the number of applicants and the difficulty level of the entrance exam. However, as a general rule of thumb, you would need to score at least 120-130 marks out of 200 to be considered for admission to CSE in Bharati Vidyapeeth.
In 2022, the merit number for CSE in Bharati Vidyapeeth was around 450 for the general category. However, the merit number for the SC/ST category was around 750. So, if you are from the SC/ST category, you may be able to get admission to CSE in Bharati Vidyapeeth with a lower merit number.
