No, it is not important to learn Kannada when you are moving from North India to Bangalore. Because both the states are a part of India. Also, in both the states Hindi and English are common Languages. You can Communicate in these two languages. If you want to learn, definitely learn it will be easy for you. There are so many platforms where you can learn Kannada very easily.

You can not get admission to the B.E. In Computer Engineering (CE) course offered by All India Shri Shivaji Memorial Society's College of Engineering with an 80.65 percentile in the MH-CET without category-based exemptions. The cut-off for the CSE or CE branch is usually higher than the 90th percentile, according to previous year's cut-off data as available on the official website of AISSMS Pune. Even for categories like OBC, SC, VJ, and DT, it has been higher than the 84 percentile. Only for the ST category, the MHT CET cut-off was around the 47 percentile. Marian Engineering College offers a BTech in Computer Science and Engineering as per the guidelines of APJ Abdul Kalam Technological University, Kerala.

Yes, you may get admission in NIT Uttarakhand with a 10328 ST rank in JEE Mains, but in the Special Round. The closing rank for the National Institute of Technology, Uttarakhand, in 2021 for most of the courses was under 10,000 for almost every branch of BTech.
Therefore, based on previous year's trends, you may have some chances to get admission in branches like electronics and communication engineering, civil engineering, and mechanical engineering in a special round.
