Apply for designing course in LPU. The university offers scholarships to students on various parameters thus, will solve your issue of finances.
Also the university is reputed for good placements.

Is it necessary to have a diploma degree in fashion if you have done Bachelors in commerce and is it necessary to know stitching?

If you are willing to make a career in fashion designing than why are you staying away from stitching. It is a part and parcel of the game.

Most colleges offer a means cum merit scholarship. If you follow under a certain income and have good grades you can apply for such scholarships.

You have to do one thing, you have to appear in a competitive examination named as 'NIFT' that is the entrance exam for National Institute of Fashion Technology.
