Yes, AKTU (Dr. A.P.J. Abdul Kalam Technical University) has officially introduced a B.Tech CSE (Hindi-medium) option. Lectures and books are in hindi only.

I think English would be a safer choice, as when you go further, you will face English everywhere, in the lectures, the coding and programming etc.
So, I think you should opt for English.

RRB NTPC books are available in Hindi also. Candidates can buy Lucent's GK and Kiran's NTPC Practice books in Hindi. It is necessary to buy good books as it helps candidates in preparation. They can refer to RRB NTPC books as it helps in clearing the concepts.
