IELTS is an international exam. It stands for International English Language Test Series. Suppose if want to go abroad (English speaking nation) for your further study or willing to work abroad then this exam is required. It shows how fluent you are in English (all round). You can appear in this exam when you are fully prepared. Its result is shown in band levels ranging from 0 to 9. The more the band you scores the more you are proficient in English.

Your CGPA is quitr low for German universities. You will have a chance if you have very strong SOP and LORs, research works and publications and outstanding project works etc.

Yes it is good score for getting admission but for Masters you should complete UG or Bachelor first.

Chances are average since admission into MS is very competitive. Everything will own depend on your work profile, project work, letter of recommendation, extra curricular activities and your SOP.

The only thing you can do now is to check entry requirements on university websites and email them to see if your scores can be accepted.The University itself will tell you what to do.

With only a HSc qualification you won't get a job and if you do those will be very basic jobs like in food joints, retail shops, petrol pumps, etc. where qualification is not important.
