The answer is both yes & no. It is possible to get IIT Tirupati admission without the GATE entrance examination, but in other courses than MTech. A student can enter into IIT Tirupati via JEE Advanced or IIT JAM (Joint Admission Test) for BTech & MSc. So, if the dream is just to enter into IITs, there are various courses one can pursue except for MTech. However, admission to IIT Tirupati for the M.Tech programme is subject to a valid GATE score followed by COAP Counselling. This is because the minimum required cutoff for OBC students to get top IIT in CSE branch is less than 500 rank in JEE advance. But you can get some lower branches like Biotechnology, textile, civil, mechanical, etc. in good IIT's under this rank.
