The answer is both yes & no. It is possible to get IIT Tirupati admission without the GATE entrance examination, but in other courses than MTech. A student can enter into IIT Tirupati via JEE Advanced or IIT JAM (Joint Admission Test) for BTech & MSc. So, if the dream is just to enter into IITs, there are various courses one can pursue except for MTech. However, admission to IIT Tirupati for the M.Tech programme is subject to a valid GATE score followed by COAP Counselling. Students must have also completed their undergraduate degree - UG in the relevant stream .

Candidates who wish to apply to the M.Tech programme at IIT Tirupati must have a valid GATE score. The candidates are screened based on their CGPI in BE/BTech and GATE scores during COAP counselling. However, the first criteria is to be eligible for the programme. More details about M.Tech admission at IIT Titupati are as follows:
- Eligibility: A pass in BE/ BTech/ MSc/ AMIE in the relevant stream
- Selection: GATE + COAP Counselling

After applying, the institute considers institute-level tests and merit scores of students for MS and PhD admission. For BTech, MSc M.Tech courses, JEE Advanced ranks, IIT-JAM, CEED and GATE scores are considered for the selection of candidates
Admission into various undergraduate programs across IITs is through JEE Advanced.
Candidate should be in top 2,50,000 candidates (including reserve category) clearing JEE Main – Paper 1.
General category candidate must have secured at least 75% marks in Std. Choose the reference books wisely.
Solve as many Mock Tests as possible.
Revise as much as possible.

The candidates having preparatory ranks in JEE Advanced will not be able to participate in JOSSA counselling. So, you will not get any seat in IIT during the JOSSA counselling in present year.

This is because the minimum required cutoff for OBC students to get top IIT in CSE branch is less than 500 rank in JEE advance. But you can get some lower branches like Biotechnology, textile, civil, mechanical, etc. in good IIT's under this rank.

According to the rank and category mentioned by you in the question you have almost no chances of getting into any of the IITs even after considering 10% reservation quota for EWS as cut-offs for EWS category closes around 1000-1500 in all IITs as per past cut-off trends.
