If you belong to general category, then you are not qualified since the cutoff for general is high. 60 marks is not enough for OBC category to qualify for Advanced. Yes, you can get a college via JEE counseling. But you may or may not get a top college or the course you wish to get. It is difficult to say your rank as it depends on the number of candidates and their scores.
