There is no such differences but if you have done CS in India & you need to clear few papers before work as a CS in Dubai. You have a wide scope of CS in Dubai. You may get other types of compliance related job in Dubai because ICSI work same in Dubai as in India, More or less law is same.

The most important part in IT is developing your analytical skills and having a good coding knowledge, it doesn't require you to know many coding languages, it all depends about the depth in that particular language and try to build some projects with coding. These all things will assure you an IT job with a package of around 15-20 Lacs as a fresher.

Yes, you can, you need to qualify certain exams if you want a seat in renowned colleges or university. You should have minimum 50% in 12th (any stream) to do BCA. It doesn't matter which stream student you choose.

No, they simply allot you colleges list does not comes, but yes if you opt out from the 1st allocation next college is allocated to you.

The tuition fees is 8000 per semester which amounts to 16000 per year.
Additional 16000 is fees for Hostel and other facilities.
Total Fees = 16000+16000+16000= Rs.48000
