No, according to the eligibility criteria you should have passed the qualifying exam in 2016/2017 or you should be passing it in 2018. So, you are not eligible for JEE.

If you clear the cut off then you are eligible for counseling. But it is not necessary to get seat in IITS. Because they qualify more students. If you get high score from cut off marks then you will get admission in IITS. Hope this helps you. Thank you.

These colleges have nothing to do with your 12th marks, You have to clear their respective exams like VITEEE, BITS and for IIT-JEE Mains but the eligibility criteria in all the above entrance exam is that 60% is required in physics, chemistry, maths/biology.
