Dear Naveen,
You can get admission in B.Tech through JEE score. Earlier admissions in marine engineering government. Institutions used to take place from your JEE advance rank, but nowadays there is a separate examination known as IMUCET. All admissions in top marine engineering institutions in India take place on basis of your rank in IMUCET examination. Except fore IITs where your JEE rank counts, every other institute has its own entrance examination. Now, all you need is to clear IMUCET and college-specific Entrance Test (if any).

Yes, I think you can appear. To qualify JEE Mains you should satisfy at least one these criteria:
1. Be in top 20 percentile of the respective board.
2. Have more than 75% (or 65% for SC, ST and PwD) in the board exams. If you have satisfied any of these criteria, don't worry. You have another chance to improve your score. You can reappear for your board exams but you have to give exams of all the subjects. So you have another chance to make your way to prestigious NITs, IIITs or IITs. Yes, you can appear.
Subjects/subject combination:
It is mandatory for candidates to have taken 5 subjects in 12th or qualifying exam.
Number of attempts:
A JEE Mains candidate can avail 3 attempts for the national level undergraduate engineering entrance exam. To qualify JEE Mains you should satisfy atleast one these criteria:

Hi Chinmay, IIT Roorkee is among the best IITs in infrastructure and its management is also very responsive to the future needs of the college. It also has a very rich academic history. According to me, the course curriculum for B.Arch here was very different compared to other Architecture colleges. A detailed information about cut-off for admission in B.Arch is given below:-

I think there is no "best" thing in studies. Only we are the one who makes everything better through our hard work and dedication. But as to answer your question, in my opinion, FIITJEE has the best faculty members all over India. here are the reasons:
1. The test series of FIITJEE is up to the level of real JEE Exam.
2. The modules of FIITJEE are designed in a good way.
3. They gave the best result.
4. They do not buy toppers.

This time I can't say I guess there may be OJEE exam if this happens you need to sit for it else you will not get a seat in merit list. If there is no exam then via your JEE Mains rank you can fill your preferences in OJEE counseling its similar to JOSSA but here you will only see the colleges in Odisha there you can fill your preference as CVRCE there will be a provisional allocation followed by verification at nodal center and a final verification and admission at CVRCE. If any further doubts regarding the college or mode of admission then you can ask in the comment section.
