Dear Naveen,
You can get admission in B.Tech through JEE score. Earlier admissions in marine engineering government. Institutions used to take place from your JEE advance rank, but nowadays there is a separate examination known as IMUCET. All admissions in top marine engineering institutions in India take place on basis of your rank in IMUCET examination. Except fore IITs where your JEE rank counts, every other institute has its own entrance examination. Now, all you need is to clear IMUCET and college-specific Entrance Test (if any).

Yes, I think you can appear. To qualify JEE Mains you should satisfy at least one these criteria:
1. Be in top 20 percentile of the respective board.
2. Have more than 75% (or 65% for SC, ST and PwD) in the board exams. If you have satisfied any of these criteria, don't worry. You have another chance to improve your score. You can reappear for your board exams but you have to give exams of all the subjects. So you have another chance to make your way to prestigious NITs, IIITs or IITs. Believe in yourself and give it a 1 more shot. For more details about JEE Mains appearing you can visit this link:

Hi Chinmay, IIT Roorkee is among the best IITs in infrastructure and its management is also very responsive to the future needs of the college. It also has a very rich academic history. According to me, the course curriculum for B.Arch here was very different compared to other Architecture colleges. A detailed information about cut-off for admission in B.Arch is given below:-
https://www.shiksha.com/b-tech/exams/jee-advanced/cutoff and for predicting colleges under your rank you can refer to this link below https://www.shiksha.com/b-tech/resources/jee-mains-college-predictor.

No dear,
With this rank, you won't be able to get NITs. Try for other private institutions.
