There are specific cut-off marks category wise, which is necessary to clear JEE. It varies every year. But generally, to get admission into the top NITs, you need to score at least 300+ (for general category).
However, the ranks depending on the number of candidates appearing for the exam.
This year cut off marks (JEE 2017) are:
1) General (OC) - 81
2) SC-32
3) ST-27
4) OBC-NCL-49
5) PWD- 1

There seem to be confusions in your mind. College of Military Engineering or CME is a military establishment and only army officers can go there. So as a student, you can not go. You have to first take the commission in Army and then only you can go there.

In JEE Mains, the questions are not that tough but they require high conceptual knowledge and solving skills.
The questions are from PCM only based on classes 11th & 12th syllabi (NCERT).
First, you can go through the concepts in PCM as they play a major role in any of the exams.
The questions in JEE Mains will be generally easy but you need to master the concepts to be fast in answering as the time is not more.
You can prefer NCERT books for getting conceptual clarity. Then you can prefer TMH (Tata Mc Graw Hill) and Arihant books for PCM concepts as well as problems.

You may download some E-books available on some websites that are useful for JEE. They would be providing the solution for every answer.
You may also buy some books like Arihant test series, Disha publications for previous year papers, etc. which would have many good exercises and detailed solutions for the answers.
