No, you won't be able to get into the college because of your low marks in JEE Mains exam. Even though you have scored really well in the HP Board exams, you would need to get more marks in JEE to get into this college. Also, please specify the branch you want to get into so that I can tell you the cut-offs of that branch. You will need to score around 150 in JEE Mains to get a good branch at NIT Hamirpur.

With your credentials you can get Information technology at BIT Mesra and School of Engineering & Technology, Mizoram. Other top tier colleges will be hard to get.

With 82 in JEE and 90 in PUC your chances of getting NITK through general or OBC are very slim. With other categories getting low cut-off branches are possible. If you have State Quota you may also get other branches with category.

Its not "sandwiching", you just need to plan properly. You may continue to prepare for your IIT coaching and SAT too. SAT training is normally for 32-40 sessions which you can easily cover in summer vacation and then its more of a practice. Once you are ready take the SAT and TOEFL test. If the need be appear again.
Simultaneously, you may explore the universities to which you can apply. For US, commonapp is the best. Once your semester exams are done, get your transcripts, LORs and essay ready to upload on the commonapp.

Naman ! dont worry if you didnt gave JEE mains examination,there are still some premier colleges that conducts their own entrance examination and thereby giving high scholarship based on the scores.These are:
1.BITS
2.VIT
3.Lovely Professional University
i have heard a lot about Lovely Professional University about its ranking,recognization, international tie-ups,placements. This year IT giant CTS set a record for selecting highest number of students from this university.
