IKG Punjab Technical University Kapurthala and it's affiliated colleges can be the best options for pursuing B.Tech courses for students having less aggregate marks in 12th. The eligibility criteria of B.Tech is given below. Eligibility: 12th with minimum 45% marks, 40% for reserved categories. You are eligible here for 15% of seats reserved for other state quota. The other options are also given below.
1. Galgotia University Greater Noida
2. DAV University Jalandhar

Yes, you can get admission in any engineering college except NITs, IIIT and GFTIs through JEE Mains regardless of your marks in boards. But for admission in NITs, IIIT and GFTIs, you must need to have 75% in 12th boards examination or be in top 20 percentile. For SC/ ST, the eligibility is to obtain a minimum of 65% marks in class 12 or equivalent.

The percentile is good but according to the recently released JEE brochure
*Candidates must have attained a minimum of 75% (65% for SC/ST candidates) of their respective boards. They can seek for private colleges.

No, not a good NIT, you may get lower branch in a new NIT ( depending upon the counselling) but still very less chance
You may get GFTIs CSE, just go through some previous year cut offs
As you are a sc candidate, you can get a good government college even at this rank
or
take a drop year and try again.
