It depends on your state of domicile and how much financial backing you have .
In state level colleges, you may get CSE with this percentile, with home state quota.
Rajasthan Engineering Admission Process (REAP) , has decent govt colleges at Jodhpur, Kota, Udaipur etc and it also gives admission on the basis of JEE Main. Here 15% seats are for outside candidates. Even 90 percentile in JEE main can fetch you a seat there.
Similarly admission to GGSIP University, Delhi, is by your JEE Main rank. Here there are 3 -4 decent colleges, USICT, MSIT, MAIT etc. Fee is much less, when compared to other private colleges. Your entire B Tech course fe

You are not eligible to apply for JEE as you are a commerce student. JEE Eligibility - You must have passed (10+2) in science stream with PCM as a main subject and with at least 5 subjects.

In JoSAA you will not get any college. But you can try for CSAB counselling. You have chances of North-east NIT.

No, you can't change it through second attempt application but you can change it through correction window separately opened by NTA for correction. Correction window will be opened after some days of last date of application. And in correction window you can change your category.

It's depends in the state in which you are but from this rank to get NITs it's not possible you have to depends on states government colleges and many states have their best colleges government or non government. These colleges may or may not be good as NITs or IIITs but somewhere they are in competition with them.
