Talking about COEP, MIT, Bhartiya Vidyapeeth, Symbiosis, PICT and IIIT, you won't get any barnch in any of these colleges. Now the colleges in which you can get admission in CSE are:
DY Patil, PCCOE, Sinhgad Institute, MIT Academy of engineering. , MESCOE, GH Raisoni and many more. You may get admission in Bhartiya Vidyapeeth and Symbiosis by going through an agent (but I highly recommend not to). The colleges in bold are good college and you can easily get CS in them. Marks in JEE Advanced do not decide the stream you choose, the rank does. Last year paper was so easy that the people who got 50 to 60% marks did not get a reasonable rank but the paper of 2016 was very hard and scoring more than 50% got students AIR under 2000. So the rank will be decided on the basis of difficulty level of the paper. Between CSE in IIT Bombay closes at around AIR 68. So if you want the best branch in the best college, better start working very hard.

With such a low rank, your brother will hardly get any good A grades in college. Any below avg college will offer him a low-level branch. Or try out in some private colleges in management quota. I suggest your brother to rather prepare for a good college engineering entrance exam. Like SRM, BIT or KIT. To get into some reputed college. Hope it helps.

I am 1st year student from LNCT(I.T.)
in 2021 I got 127000rank in mains, but I did not get CSE in LNCT but I got I.T. in TFW .
There is not much more difference in CSE and I.T.
Actually I take admission in1st round, did not wait till 2nd and 3rd round, and Now I am here.
According to me, you should wait atleast for 2nd round. you will definately got LNCT(CSE)

If your JEE Mains OBC rank is 45001 then you should apply for 2nd tier college because at this rank you are eligible for NIT college and the best colleges are BR. Ambedkar College and Kurukshetra college as this is best colleges.

IIIT Hyderabad- For CS you need to get around 1100 rank in JEE Mains. NIT Trichy-Cutoff for CS-1500
NSUT-Cutoff for COE-1800 (outside Delhi)
NIT Surathkal-Cutoff for CS-2500
NIT Warangal-Cutoff for CS-2000
DTU-Cutoff for COE-3000 (outside Delhi)
NIT Allahabad-Cutoff for CS-4000
IIIT Allahabad-Cutoff for CS-6500
IIIT Bangalore-Cutoff for CS-8500
IIIT Delhi - varies as per IIITD rank

BIT Mesra is a very good college for engineering but if you are not satisfied with your college then definitely you can attend CSAB counseling.
