No, you may not get admission into Walchand College of Engineering, Sangli for B.Tech CSE with 82 percentile in JEE Mains. It also depends on Domicile which you have not mentioned. The cutoff at Walchand College of Engineering Sangli for the B.Tech CSE branch is comparatively very high as compared to other branches. With 17200 rank, it's not possible to get into IIT Delhi for General Category Students. With 41200 rank you can get Mechanical Engineering at NIT Delhi and may get Electrical Engineering by CSAB-2.

If you are general category student then it is difficult to get CSE in Government College but you can get IT in Mizoram University, Aizawl and North - Eastern Hill University, Shillong in round 6. You may get CSE in IIIT Manipur, Mizoram University, Assam University, Sant Longowal Institute of Engineering and technology and in some more GFTI's. If you are not satisfied by above college then you can go with some private colleges like LNMIIT JAIPUR, JIIT NOIDA, etc. But here fees is very high.

The JoSSA seat allotment process is currently underway, and with your percentile, you have a lower chance of getting NIT. You may get admission to select NITs, such as NIT Sikkim, with a home state quota. Alternatively, you can get admission to other engineering colleges such as:
1. Uttar Pradesh Textile Technology Institute
2. Rewa Engineering College
3. The University Institute of Engineering and Technology
4. Madhav Institute of Technology and Science
5. Sant Longowal Institute of Engineering and Technology.

I am also a candidate of obc category and cut off rank in JEE is 68+%ile in 2022 but it is only qualify JEE Mains
You go in NIT's then you got atleast 94+%ile.

Yes, you are eligible for the admission. All the best. If you want to try other institute there are plenty of good colleges and universities in Delhi, Punjab etc. For B.Arch. Many of them also provide scholarship also. All the best.
