Government colleges affiliated with Central government don't directly give admission without JEE Main. Some state governments conduct their own entrance exam for admissions and some also give admissions on college level counselling on the basis of 12th marks. Madhya Pradesh government colleges for example. So this is the only way if you want to opt for a good college then Apply with JEE Main.

Guide-Level 12

Class 12 marks have no weightage in the preparation of JEE Main ranks. Students should know that the ranks will be determined based on their score in the entrance exam. However, for admission into IITs, NITs, CFTIs the score that candidates have secured in their class 12 board exam will be taken into account. How to Calculate NTA Score to Rank? P is the NTA score;
N is the total number of students who have appeared for the exam;
P is also the percentage of students below or equal to your marks; (100 - P) is the percentage of students above your marks; ( [100 - P]/100) * (N+1) is the number of students above your marks. Thanks.

Hello Pawan, NTA publishes details of eligibility along with announcement of conduct of exam. Because of covid, lots of relaxation was given last year. I suggest that you wait for couple of weeks till this announcement by NTA. Best wishes to you.

First decide whether you want to take coaching or will do self preparation. If you go for coaching then they will tell you everything. But if you want to do self preparation the take help of Youtube.
