Kotak is the best in term of IIT preparation. If you spending money then Kotak is the best option as it has a better atmosphere for study and competition.

You would need minimum 190 for engineering under general category, for SC ST cut-off, go down to 160-170. You can alternatively choose SPCE as the second best college.

If you wish to study for JEE Mains and Advance then Kota is better than Delhi as it has a good atmosphere and support.

Yes, why not? Every one can achieve success by a proper strategy and preparation. No one is made to get admission in IIT or NIT but we have to make ourselves able to do so. So focus on study and proper preparation you will absolutely get success.

No, according to the eligibility criteria you should have passed the qualifying exam in 2016/2017 or you should be passing it in 2018. So, you are not eligible for JEE.
