If your JEE Mains OBC rank is 45001 then you should apply for 2nd tier college because at this rank you are eligible for NIT college and the best colleges are BR. Ambedkar College and Kurukshetra college as this is best colleges.

When you pay, you get the receipt, there it is mentioned if it's refundable or not. You can talk to the management for refund, you can tell them the reason for withdrawing.

First of all, you need to check the last year's cutoff of different branches of different colleges for both the Home State quota and the Open State quota. Because 50 percent of seats are reserved for Home State quota students and around 50 percent of seats are reserved for Open State quota students. However, After seeing the previous year's cutoffs fill in those choices that are close to your rank means plus minus 2,000 - 5,000 for the rank difference. Then you make a preference list of colleges. Fill in all the details very carefully, because one mistake can cause you a lot of loss. Check all the details before submitting.
