Hello Rajyavardhan, it's very nice to hear from you that after completion of your Diploma in engineering you are interested in pursuing graduation in engineering. Normally speaking the state governments have put restrictions of domicile on admission via lateral process directly into second year of engineering into engineering colleges with their states. Hence you may be eligible for admission only within your state or then into any deemed to be university. In any case the government colleges are very few and the private colleges are in plenty who will be willing to give you admission.
