Yes, Jadavpur University allows lateral entry in engineering. However, The Government of West Bengal conducts entrance exam for this purpose. I am attaching a link that will give you all the required information:

B.Tech CSE falls under the School of Computing Science and Engineering (SCSE) of Galgotias University, and according to the norms of SCSE, lateral entry in B.Tech CSE course is applicable for the students who have pursued B.Sc from a recognized university with at least 60% or 6.0 CGPA marks and also XIIth with mathematics as the chosen subject.
