Every college offers seat via Lateral Entrance Eligibility Test (LEET). You have to appear for it and should get a seat in it.
Also, states conduct their respective common entrance test for Diploma people.

Hi Raaz,
Yes, you are definitely eligible to pursue MS from US after completing B.Tech through lateral entry. The only thing that then matters is the B.Tech score and the eligible exams which are mandatory for the university you are applying for.
All the best.

Early this year in January 2011 AICTE hasannouncedhike in the engineering seats quota for lateral entry & diploma holders. The hike will come in to effect with effect from this academic year.So far till Last year (2010) only 10% of the total number of seats were allocated for lateral entry students, this year on the quota will be 20% for diploma holders willing to join engineering courses.
Increase in quota will benefit diploma holders to join professional degrees, a good initiative by AICTE to help students and colleges that struggle to fill the engineering seats every year.

Hi, First you need to be accepted by a college in UK for lateral entry which is tough because engineering programs in India are of 4 years whereas it's of 3 years in UK. Secondly, different universities have different credit point norms. The scholarship is difficult too.

You have to give BITSAT exam for getting admission here. There is no such lateral entry scheme.
