See, I am not well updated on this front, but according to what I've heard, for the matter of fact no central govt. run college offers lateral entry. But in private and semi-private universities, it is still possible. For example GGSIPU offers lateral entry, but the migration is allowed only within the colleges that come under IPU.
Lateral entry is also offered by DTU, but only to Diploma holders seeking admission to 2nd year of B.Tech programme. So, you can't apply there as well as you already enrolled in B.Tech.

The faculty and department of aeronautical engineering is one of the best in India. We have really qualified professors who are always ready to help and have a very lucid form of teaching. The placement at undergraduate level is not very good since most students prefer to go for higher studies. The knowledge obtained at the end of 4 years is not enough to work in our complex industry. Other than that companies such as Textron Avionics, Quest Global, Honeywell, GE etc come for campus placements.
