It's a very difficult question since no data is available about number of students seeking admission via LEET vis a vis seats available in engineering colleges in your state.
But what I know of my own knowledge is that competition is quite tough for LEET. But then where there is a will there is a way.

Yes, after doing diploma engineering from any college approved fron AICTE, you can get admission in B.Tech through lateral entry. Mostly, university conducts it's own entrance exam for lateral entry.

The best universities for doing B.Tech in automobile engineering through lateral entry are Delhi College of Engineering, Maharaja Agrasen-Delhi (affiliated from IP University), LPU-Punjab, Chandigarh University, Graphic Era University-Dehradun, DIT-Dehradun and College of Technology-Pantnagar.
