Except for IIT, NIT and CFI, all other colleges in Maharashtra offer lateral admission. It's basically economic decision. With close to 40K seats not filled, colleges do need students to sustain.

Yes, she can do BE in CSE engineering. She will have to appear for LEET entrance exam conducted by Delhi College of Engineering. IP University also conduct their own entrance exam every year for lateral entry students. After clearing this, she can get admission directly in 2nd year of engineering.

All engineering college, which is filled through state engineering entrance exam (LEET) provides lateral entry. To get admission in a government college, you will have to get maximum marks.

Normally, each state has its own policy. Some states make marks obtained in diploma as criteria while some have CET for this purpose. You will find this information on portal of DTE of tech education of your state. Private colleges have their own policies.

To take admission in B.Tech in any state, you will have to appear for LEET entrance exam conducted by each state universities. Moreover, some deemed university also conduct their own entrance exam.

Yes, of course you can take admission in B.Tech through lateral entry. For that, you will have to appear in entrance exam that is LEET conducted by each state university & some deemed university also conducts their own entrance exam.

Lateral entry is normally restricted to within the state. So, if you are domicile of Punjab, then perhaps you can get admission laterally in PTU.

Normally, lateral entry is granted in govt colleges or private colleges but SRM is a university and hence information is not very clear. please contact them directly. I am giving you the link:
