Mostly, state universities conduct own entrance exam for lateral entry students. Go to google and search you will easily find out the procedure of entrance exam. For example, in the entrance exam conducted in Uttarakhand is UKSEE. In Delhi, IP University conducts its own entrance exam.
Some deemed universities conduct their own entrance exams, some fill their seats via management quota admissions.

I don't think Chandigarh University provide lateral entry for B.Tech. You can choose other colleges or universities. You can opt for any other universities. Many more options are available with you.

For government colleges, you have to appear for state university entrance exam, which is conducted by each state every year. The name of the entrance exam conducted in Uttarakhand is UKSEE.

Both of the procedure, which you mentioned are equally tough and challenging and it depends on your knowledge and skill set. It depends on an individual to decide whether to pursue admission through the regular way (JEE Mains) or through lateral entry (LEET).
