Yes, off course you can do B.Tech from DTU through lateral entry scheme. For that, you will have to appear in LEET exam conducted by DTU university every year. You have to gain good marks for that.

The fee for regular B.Tech in civil is Rs.1, 23,500 per semester and there will be 2 semesters in a year.

Fee structure of engineering college varies yearly. It's little typical to confirm you the exact fee structure. But, I am sure that previous year's fee structure of this engineering college is near about 17000.

Normally lateral entry connotes entry in the 2nd year of engineering after the completion of Diploma in the similar branch of engineering. But after B.Sc, lateral entry is not allowed in B.Tech.

To get admission in B.Tech on basis of Diploma engineering you will have to appear in LEET entrance exam conducted by each state university & some deemed university. You will have to go through eligibility criteria of this particular university to know if they allow lateral entry for a student from different state. Unfortunately, there is no single policy in this regard.
