Hi,
You can pursue M.Phil from IGNOU only. For M.Phil:-
a) Master's Degree from a University recognized by UGC in the relevant discipline with at least 55% marks [50% marks in the case of SC, ST and OBC (Non-creamy Layer)/ Differently-Able and other categories of candidates as per the decision of UGC from time to time, or for those who had obtained their Master's Degree priorto19th September,1991]. Himalayan University offers Ph.D programme in full-time and part-time mode only. M.Phil is not offered.

Hi Raj,
It is difficult to search the university equally good as Delhi University. But you can think of Mahatma Gandhi University or IGNOU to opt M.Phil from distance education.
