Hi Ananya,
M.Sc and MASc are research oriented degrees and theoretical. M.Eng is application oriented. MASc is very difficult to get into and includes a thesis. MASc programs are also designed for engineers so many students enroll into M.Eng programs and then try to transfer to the MASc program after completing a few courses and obtaining good grades. Almost all top Canadian universities offer a Masters in computer science, please visit the university websites for details and their research work. Best programming course differ with outcomes, you must choose your major or specialization as per your interest and not go by popular choice.

You are an electrical engineer and for electrical engineering, USA, Canada, Australia, Germany are the best places to study. And for that, you need to appear in GRE (mainly for USA) and TOEFL/IELTS and with that your academic record is also important.
