MBA or M.Tech would largely depend upon the requirement of the specifc job, Prospects are there in both areas. You need to choose as per your liking and interest. However, generally speaking I would always advice you to go for M.Tech first (and soon after B.Tech) basically because MBA can always be doen alter also depending upon the kind of job you get. You can then choose the most appropriate specialization subject.

I dont think that one can now join M.Tech officially without clearing GATE. I suggest that you forget this and start preparing for GATE if you are really serious about doing M.Tech. Good luck Raj.

* Jobs in government sector after B.Tech computer science engineering are :
