Always remember, two regular courses can't be pursued together. One should be regular and the other should be distance / short term certificate course.
In your case, you may pursue two distance courses from different universities. You may contact the university officials directly.
No doubt, managing two courses will be strenuous task and will demand proper time. Opt for two courses ONLY if you believe that you can perform and score well as it gets tougher by doubling the burden. Pursuing two courses together won't help attain a good job. It depends on how well you have handled the stress, understood the subject and scored well. It

After completing diploma in Mechanical engineering, you may pursue lateral B.Tech course to get direct entry in the second year.
