It is beyond my comprehension that one can do UG in mechanical and PG in electrical branch of engineering. As far as I know, it is not possible at least in any AICTE approved college.
secondly, after doing UG and PG in engineering, one should pursue Ph.D. in engineering or technology. In India, Quantum or Atomic Physics both do not fall under these categories and they come under science category. Therefore, even if somebody does so he would receive Ph.D. (science) not Ph.D. (engineering)

As per your query, I would say that there are many institute specific entrances in order to pursue M.Tech other than GATE. But, it would be advisable to opt for M.Tech after clearing GATE exam as it opens more doors of esteemed universities such as IITs, NITs, IIITs etc.
