Of course you can. But one advise. Get as high marks as possible in BE. It will then be that much easier.

For pursuing M.Tech, you have to give GATE i.e. graduate aptitude test in engineering. Based on your rank in GATE, you can apply to various engineering colleges. Also, some private institutes and some states organise their own entrance exams. But mainly, the GATE score is acceptable in maximum number of institutes.

You must have more than 70% along with 7 bands in IELTS.

You have good marks and that shows that you are capable of clearing their entrance test.

If you have a good GATE score, you may get admission after clearing their entrance test.

12th will be a good idea but the rest is your choice.

No, only your B.Tech result will matter.
