Yes, you can do B.Sc. Mathematics and Computer Applications from IGNOU as a B.Tech Mechanical Engineering student. IGNOU allows students who have successfully completed all the courses at least of 1st year of B.Tech. Degree Programme from a recognised institute/ university to apply for credit transfer as per IGNOU rules. I hope this helps.

Yes, Indian Institute of Science (IISc) Bangalore has launched a new course B.Tech in Mathematics and Computing.
