No, it's not compulsory to have mathematics as a subject in class 12th to take admission in B.Com (Hons). The eligibility criteria for the same is Pass with 60% aggregate marks in 10+2 (with English) or equivalent.

Yes you have enough matks to qualify for the course eligibility. To join for B.Com you just need to have a minimum of 50 percentage in total

Commerce should be the best option for you if you have your basic Maths clear, but if you are totally not interested in Maths you can choose arts stream.

Yes, you can get admission in GGDSD College, Chandigarh with your marks, as mostly 50 - 60 % is required to get admission there in any of the course, and you can get admission there even without Maths but you need English this criteria is for BBA. But for BCA to need Maths to be your subject to get admission in it.
