Yes, international students can study for free at many Public Universities like the University of Cologne or LMU Munich. You still need to pay a small semester contribution and show around €11,904 in a Blocked Account for your yearly living costs.

For German student visa for MBA in Germany, students need to present offer letter, proof of funds, health insurance and academic transcripts. Applicants would also need to show proof of having a blocked account. The student visa allows a part–time job of 120 days of 240 half days per year. Students will have to pay around €110 as visa application fee (INR 11.2 K). Processing time for Residence Permit visa is 3 months (8 - 12 weeks).
