NEET is required only in India. Foreign universities have different requirements, depends on the country.

Yes, even after 3 attempts you did not get what you wanted, there is surely something bigger waiting for you. Take time and plan out what you want in future and go accordingly. Humanities is not a bad option, it comes with so many opportunities. If you believe you have the potential, go for it. Late
