Generally, 55% is one criterion and one can not get through, if he falls below the mark.In some universities, they may verify publications and aptitude.It is better to make an approach with a synopsis of the the thematic idea.

Generally, to pursue PhD you need to pass master's / M.Phil with minimum 55%. You need to sit for an entrance exam. Below is the list of some of the PhD entrance exams :
-UGC NET exam
-Symbiosis PhD Entrance Examination
-AIMA PhD Entrance Exam
-JNU PhD Entrance Exam
-Alagappa University PhD Entran

When you are looking for PhD there is no question of best university.
Unless you find something new PhD can not be achieved.
Any university give you full funding and pay you stipend to do that is the best university. Because the funding does not come from University . In fact no university can afford

There is a chance of due weightage to your previous research publications, if any and your qualification in NET and/or, other relevant examinations.
