Yes you can go ahead. A Post-Graduate Degree in a relevant discipline with a minimum of fifty-five percent marks (fifty percent marks for SC/ST/PH candidates) or an equivalent grade from a university or a recognized institution of higher learning.

In order to pursue Phd, from universities abroad, you need to first of all make a list of the universities that you aspire for, then send emails to respective course department, asking them to provide you the eligibility criteria and selection procedure for PHD students.
