Doing a complete MBBS in 15 L in Russia is quite difficult. However, if students take admission to government universities in tier 2 or tier 3 cities, adjust with on-campus hostels or mess, cook or share food costs, then it may be possible. They need to avoid cities like Moscow, St Petersburg as they are expensive. Students can pursue MBBS from the following low-cost Russian Medical universities to cut the cost:

Cost of living can be a significant factor for an international student living in Finland. According to the official wesbite of the univeristy, an indidual student require a minimum of EUR 800 (INR 78.5 K) to survive. However, it can vary greatly from one person to the another based on individual preferences and lifestyles.

Why not, in fact, pursue further education abroad will get you higher earning options with a better lifestyle. You can explore the course options that suit your career goals the best, check the eligibility criteria for your desired colleges and countries, and see if they align with your budget. 
Studying abroad is a great option, however, there are many other aspects worth considering other than just the course.
