No, you can't right now. After completion of your Master's degree only you can apply for B.Ed. A minimum of 50% is required for B.Ed. So, you are eligible for that.

Yes, she can apply. She is eligible for RIE CEE exam 2018. Yes, the state eligibility is needed, but she can get admission in RIE-Bhubaneswar. For this, students must belong to Arunachal Pradesh, Assam, Bihar, Jharkhand, Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Sikkim, Tripura, West

Hi Nousheen,
A candidate must have passed Bachelor's degree and/or in the Masters in Science / Social Science/ Humanities/ Commerce or any other equivalent qualification with at least 50% marks in aggregate. So, sorry you are not eligible for B.Ed admission.
