Well it is very tough for you to get CS but there are chances of IT, taking you are general otherwise for SC/ST you don't even have to wait for 2nd counselling.

Yes, you will get admission in a government college and you have good chances to get into all government colleges except IET Lucknow and HBIT Kanpur.
